The Bay Area All Stars (formerly the Bay Area Center for Independent Culture, BACIC) brings the All Stars performatory approach to inner-city youth development to California’s Bay Area. The Bay Area All Stars is at the forefront of a new trend in education, known as supplemental education, which recognizes outside of school learning opportunities as critical to urban children's success in school and in life.

• The All Stars Talent Show Network (ASTSN) uses a performance-learning approach to foster the emotional and social development of young people living in poor communities throughout the Bay Area. Each year, hundreds of inner-city youth between the ages of 5 and 25 participate in auditions, performance workshops and talent shows, which take place in neighborhood school auditoriums.
  
  
• Talented Volunteers, the volunteer program of the All Stars, involves hundreds of youth and adults from all over the Bay Area. Volunteers participate in every aspect of the work, including fundraising, outreach to young people, office support, and staffing special events and neighborhood talent shows.

• The Developing Community Theatre produces theatre for people of all ages and explores contemporary topics in ways that are both thought-provoking and entertaining.  It offers our diverse audience new ways of seeing social issues, historical events and contemporary life.  Events include formal productions, as well as informal cultural dialogues.
  
  
• Development Workshops are sponsored by All Stars’ business partners for small groups of young people between the ages of 16 and 21. Development workshops introduce inner-city youth to the worlds of law, finance, culture, communications and other leading industries and provide young people with the opportunity to become more self-confident and worldly.
